Dr. Collins is the President of Behavioral Consultants, Inc. (BCI) and Director of the Wisconsin Forensic Unit (WFU).  After several years as the Assistant Director of WFU, Dr. Collins assumed the role of Director in 2010.  In that capacity, she provides administrative and clinical supervision to the private court clinic in contract with the Wisconsin Department of Health Services (DHS) to conduct outpatient competency to stand trial evaluations for adult defendants throughout Wisconsin.  As President of BCI, Dr. Collins manages a large, private forensic practice which provides an extensive array of forensic assessment and treatment services through its three divisions: WFU, Outpatient Competency Restoration Program and the Juvenile Competency Remediation Program.  She also maintains an independent private practice through which she receives referrals from courts, defense attorneys and prosecutors to conduct forensic mental health evaluations of juveniles and adults in Wisconsin and beyond.  She is a licensed psychologist in Wisconsin and Michigan and routinely testifies as an expert witness.  Dr. Collins has extensive experience consulting with colleagues, attorneys, and courts.   She has professional experience conducting a wide range of forensic evaluations, including:

competency to proceed to sentencing, trial, deposition, revocation

  • testamentary capacity

  • Miranda waiver

  • waiver to adult court/ “reverse-waiver”

  • not guilty by reason of mental disease or defect (“insanity”)

  • violence risk assessment

  • sentencing/dispositional issues

  • sex offender risk assessment

  • pre-employment screening

  • fitness for duty

  • termination of parental rights

  • child protection

  • guardianship and protective placement

  • University of Hartford, Doctoral Degree in Clinical Psychology, 1998

 

Dr. Collins obtained specialized postdoctoral education, training, and supervision in forensic psychology with a board certified forensic psychologist.  In 2005, she was awarded specialty board certification in forensic psychology by the American Board of Professional Psychology, a credential held by approximately 350 psychologists nationwide.   This certificate has been recognized by courts and statutes in some jurisdictions as the standard of professional competence in forensic psychology.

Dr. Collins is committed to ongoing education and professional development.  She teaches on an adjunct basis at the Marquette University Law School and the Wisconsin School of Professional Psychology.  She presents annually in the Medical College of Wisconsin Forensic Psychiatry Fellowship program.  She conducts professional presentations locally and nationally on topics such as competency to stand trial and insanity evaluations, ethics in forensic practice, forensic report writing and juvenile forensic evaluations.  She is a member of the American Psychological Association and a past member (2008 – 2017) of the Board of Directors of the American Board of Forensic Psychology (ABFP).  Between 2010 through 2017, Dr. Collins served as the Chair of the ABFP Practice Sample Review process.

 

Dr. Collins has been recognized for contributions to the field of forensic psychology, including in:

  • 2017:  American Academy of Forensic Psychology, “Distinguished Contribution to Forensic Psychology.”  This award is granted annually at the discretion of the Executive Committee of the American Academy of Forensic Psychology.

  • 2017: American Board of Professional Psychology Recognition of Contributions to Board Certification Process in Forensic Psychology

  • 2011: American Board of Professional Psychology Recognition of Contributions to Board Certification Process in Forensic Psychology
